Because You Asked: Winchester Road Reconstruction

“Because You Asked” is an opportunity for me to provide helpful background information and context on common questions from residents. As the Region of Durham begins work to reconstruct Winchester Road in Brooklin, my office has received many questions about this project.


The project involves widening Winchester Road (Regional Road 3) from Durham Street/Chelmsford Drive to east of Watford Street/Anderson Street in Whitby. Winchester Road is a regional road. This is a Region of Durham project, not a Town of Whitby project.


The Work Includes:

  • Widening Winchester Road to include a centre two-way left turn lane in addition to the existing eastbound lane and westbound lane

  • A three-metre asphalt multi-use pathway on the south side of Winchester Road

  • Rehabilitation and widening of the Lynde Creek bridge

  • Restriction to right-turn only for vehicles travelling south on Durham Street at Winchester Road

  • Installation of a traffic control signal to facilitate pedestrian crossings at the Winchester Road and Durham Street/Chelmsford Drive intersection

  • Traffic signal accessibility improvements at the Simcoe Street pedestrian signal and the Watford Street/Anderson Street intersection


Closure and Timing:

The eastbound lane of Winchester Road will be closed from Durham Street/Chelmsford Drive to east of Watford Street/Anderson Street from Aug. 6 until December 2024 and again from April to September 2025. Weather conditions may impact the work schedule.From December 2024 to April 2025, the closure will be removed, and the road will be open fully.

Businesses in the area will remain open throughout the construction, and access to business entrances will be maintained whenever possible.
